HB 1314 Signed Into Law: A Big Win for Early Learning in Washington



We’re excited to share that House Bill 1314 has officially been signed into law—marking a major step forward for early learning facilities across Washington State. HB 1314 strengthens the Early Learning Facilities (ELF) program by addressing long-standing equity and access issues.


Key provisions of the bill include:


  • Expanded Eligibility – Tribal compact schools are now eligible for ELF funding

  • Emergency Grants – A new, ongoing grant program will address urgent facility needs caused by emergencies, natural disasters, or health and safety concerns

  • More Equitable Matching Requirements – Applicants facing financial hardship are no longer required to provide matching funds, and matching levels will no longer be used as a competitive selection factor

  • Program Expansion – ELF funds can now be used to increase ECEAP capacity by converting part-day slots to full- or extended-day programming


HB 1314 is the result of a collaborative effort led by members of the Early Learning Facilities Group, and we’re proud that CCFN had a role in supporting its success.
